gnu: qttools: Add clang-15 as input.

* gnu/packages/qt.scm (qttools) [inputs]: Add clang-15, so that the qdoc
command can be built.
[phases] {sanity-check}: New phase, to guard against a problem that proved
difficult to isolate.
