gnu: coreutils: Remove libcap dependency for the Hurd.

* gnu/packages/linux.scm (libcap)[supported-systems]: Remove the Hurd.
* gnu/packages/base.scm (coreutils)[inputs]: Include libcap only for supported
systems.  Fixes building on the Hurd.
