gnu: net-tools: Allow compilation with current libc and GCC.

* gnu/packages/patches/net-tools-bitrot.patch: New file.
* gnu/packages/linux.scm (net-tools): Use it.
* gnu-system.am (dist_patch_DATA): Add it.
