gnu: cross-gcc: Change patch so that `CROSS_LIBRARY_PATH' is honored.

* gnu/packages/patches/gcc-cross-environment-variables.patch: Add two
  hunks, most notably one that changes GCC to honor LIBRARY_PATH_ENV
  when cross-compiling.
