gnu: Enable babeltrace Python's bindings.

* gnu/packages/instrumentation.scm (babeltrace)
[tests?]: Set to false.
[configure-flags]: Enable Python's plugins and bindings.
[make-flags]: Add output's /lib to linker rpath.
