[build-system]: Use meson-build-system.
[arguments]: Set #:glib-or-gtk? flag.  Adjust 'skip-gtk-update-icon-cache'
phase and run it after the 'unpack' phase.
[native-inputs]: Add docbook-xsl, gtk-doc, and libxslt.
