build: Make 'chroot' a hard requirement.

* config-daemon.ac: Error out when $ac_cv_func_chroot is not "yes".
* nix/nix-daemon/guix-daemon.cc (options): Remove #ifdef HAVE_CHROOT.
  (main): Likewise.
