* gnu/packages/base.scm (binutils): Update to 2.34.
[arguments]: Add #:make-flags.
[properties]: New field.
(binutils+documentation): New public variable.
* gnu/packages/make-bootstrap.scm (%binutils-static)[arguments]: Inherit
 #:make-flags.
