gnu: vpnc: Make sure 'vpnc-script' finds the commands it needs.

* gnu/packages/vpn.scm (vpnc)[inputs]: Add NET-TOOLS and IPROUTE.
[arguments]: Use 'modify-phases'.  Wrap 'vpnc-script'.
