syscalls: Add 'terminal-rows'.

* guix/build/syscalls.scm (terminal-dimension): New procedure.
(terminal-columns): Rewrite in terms of 'terminal-dimension'.
(terminal-rows): New procedure.
* tests/syscalls.scm ("terminal-rows"): New test.
