services: docker: Add 'environment-variables' configuration field.

* gnu/services/docker.scm (docker-configuration):  Add the field
(docker-shepherd-service): Pass the list of defined variables to
make-forkexec-constructor.
* doc/guix.texi (Miscellaneous Services): Update doc.
