gnu: coreutils: Disable 64-bit time_t on 32-bit systems.

Not all software is ready for 64-bit time in Guix.

* gnu/packages/base.scm (coreutils)[arguments]: When building for a
32-bit system add a configure-flag to not use 64-bit time_t.
