etc: Support indentation of whole files.

* etc/indent-package.el.in: Rename to...
* etc/indent-code.el.in: ... this.  Add case for a single argument.
* doc/contributing.texi (Formatting Code): Adjust accordingly.
* configure.ac: Likewise.
