gnu: python-tox: Build with tests.

* gnu/packages/python-check.scm (python-tox)[arguments]: Convert to list of
G-Expressions.  Drop #:tests?.  Add #:phases.
[native-inputs]: Add python-flaky, python-pathlib2, python-pytest-freezegun,
and python-pytest-timeout.
