cve: Keep a summarized sexp in cache instead of the full XML.

This avoids ~20s of XML parsing when running 'guix lint -c cve'.

* guix/cve.scm (vulnerability->sexp, sexp->vulnerability)
(fetch-vulnerabilities): New procedures.
(current-vulnerabilities): Use 'fetch-vulnerabilities'.
