publish: Do not path the empty string to 'query-path-info'.

.
* guix/scripts/publish.scm (render-nar/cached): Do not call
'bypass-cache?' when ITEM is the empty string.
* tests/publish.scm ("with cache, cache bypass, unmapped hash part"):
New test.
