syscalls: Add bindings for SIOCGIFNETMASK and SIOCSIFNETMASK.

* guix/build/syscalls.scm (SIOCGIFNETMASK, SIOCSIFNETMASK): New
variables.
(set-network-interface-netmask, network-interface-netmask): New
procedures.
* tests/syscalls.scm ("network-interface-netmask lo")
("set-network-interface-netmask"): New tests.
