gnu: Add ruby-hiredis.

* gnu/packages/databases.scm (ruby-hiredis): New variable.
* gnu/packages/patches/ruby-hiredis-use-system-hiredis.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
