gnu: ci: Use 'inputs' in build phases instead of '%build-inputs'.

In build phases, the former is preferred.

* gnu/packages/ci.scm
  (cuirass)[arguments]<#:phases>{wrap-program}: Use 'inputs'
  argument instead of '%build-inputs'.
