pack: Add unit test.

* guix/scripts/pack.scm (self-contained-tarball): Add #:tar option.
[build](tar-supports-sort?): New variable.  Use it.
* tests/pack.scm: New file.
* Makefile.am (SCM_TESTS): Add it.
