pk-crypto: Add canonical-sexp to sexp conversion procedures.

* guix/pk-crypto.scm (canonical-sexp-fold, canonical-sexp->sexp,
  sexp->canonical-sexp): New procedures.
* tests/pk-crypto.scm ("canonical-sexp->sexp",
  "sexp->canonical-sexp->sexp"): New tests.
