Add a `%current-system' fluid.

* guix/utils.scm (gnu-triplet->nix-system): New procedure.
  (%current-system): New variable.

* tests/utils.scm ("gnu-triplet->nix-system"): New test.

* tests/derivations.scm (%current-system): Remove.  Update users to
  use (%current-system) instead.
