[build-system]: Change to PYPROJECT-BUILD-SYSTEM.
[arguments]: Add #:test-flags.
[native-inputs]: Remove PYTHON-MOCK.  Add PYTHON-PYTEST.
[propagated-inputs]: Add PYTHON-PYPA-BUILD, PYTHON-SETUPTOOLS, and PYTHON-TOMLI.
