download: Enlarge your receive buffer.

* guix/build/download.scm (open-connection-for-uri): Remove call to
  'setsockopt'.
* guix/http-client.scm (open-socket-for-uri)[rmem-max, buffer-size]: New
  variables.  Add call to 'setsockopt'.
