gnu: Add gcc-cross-avr-toolchain.

* gnu/local.mk (GNU_SYSTEM_MODULES): Add cross-toolchain.scm.
* gnu/packages/cross-toolchain.scm (gcc-cross-avr-toolchain): New variable.
