guix: Add opam importer.

* guix/scripts/import.scm (importers): Add opam.
* guix/scripts/import/opam.scm: New file.
* guix/import/opam.scm: New file.
* tests/opam.scm: New file.
* Makefile.am: Add them.
* doc/guix.texi (Invoking guix import): Document it.
