gnu: highlight: Build perl bindings.

* gnu/packages/pretty-print.scm (highlight)[native-inputs]: Add swig.
[inputs]: Add perl.
[arguments]: Specify lua version for pkg-config command, add
'install-perl-bindings' phase.
