guix: import: Add composer importer.

* guix/import/composer.scm: New file.
* guix/scripts/import/composer.scm: New file.
* guix/tests/composer.scm: New file.
* Makefile.am: Add them.
* guix/scripts/import.scm: Add composer importer.
* doc/guix.texi (Invoking guix import): Mention it.
