gnu: cross-base: Turn '%xgcc' into a macro.

Previously:

  ./pre-inst-env guile -c '(use-modules (gnu packages gcc))'

would fail due to circular dependencies.

* gnu/packages/cross-base.scm (%xgcc): Turn into a macro.
