gnu: newt: Fix cross-compilation.

* gnu/packages/slang.scm (newt): Fix-cross compilation.
  [arguments]: Use G-Expressions for `#:configure-flags',
  `#:make-flags' and `#:phases', also set correct path for
  `python-config'.
