guix: emacs-utils: Add emacs-header-parse.

* guix/build/emacs-utils.scm (emacs-header-parse): New procedure.

* tests/build-emacs-utils.scm ("emacs-header-parse: fetch version",
  "emacs-header-parse: fetch keywords", "emacs-header-parse: fetch
  nonexistent author"): New tests.
