gnu: util-linux: Remove cross-compilation workaround.

Browse source 
* gnu/packages/linux.scm (util-linux)[arguments]: Look for /etc/services in
both NATIVE-INPUTS and INPUTS, instead of by input label.  Remove unused variable.
[inputs]: When cross-compiling, don't add NET-BASE.
