gnu: pulseview: Fix qt-5.15 compatibility.

* gnu/packages/electronics.scm (pulseview)[source]: Add patch.
* gnu/packages/patches/pulseview-qt515-compat.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
