gnu: ldc-bootstrap: Don't depend on tzdata.

* gnu/packages/dlang.scm (ldc-bootstrap)[inputs]: Remove tzdata.
[native-inputs]: Add tzdata-for-tests.
[arguments]: Forbid references to tzdata-for-tests.
