Add "Contributor Covenant".
* CODE-OF-CONDUCT: New file, adapted from <http://contributor-covenant.org/version/1/3/0/code_of_conduct.txt>. * doc/contributing.texi (Contributing): Mention it. * Makefile.am (EXTRA_DIST): Add it.
