gnu: ffmpeg: Enable tests.

* gnu/packages/video.scm (ffmpeg): Add upstream patch and re-enable tests.
* gnu/packages/patches/ffmpeg-check.patch: New file.
* gnu-system.am (dist_patch_DATA): Register patch.
