gnu: ATLAS: Fix build with GCC 10.

* gnu/packages/patches/atlas-gfortran-compat.patch: New file.
* gnu/local.mk (dist_patch_DATA): Adjust accordingly.
* gnu/packages/maths.scm (atlas)[source](patches): New field.
