gnu: ruby-rubyzip: Re-instate all tests.

* gnu/packages/ruby.scm (ruby-rubyzip)
[arguments]: Do not patch ruby shebang in the patch-tests phase.
Remove the disable-problematic-tests phase.  Add the
unpatch-some-source-shebangs phase.
