* gnu/packages/ncurses.scm (ncurses): Add `cross-pre-install-phase'.
  Use different phases when (%current-target-system) is true.
* gnu/packages/readline.scm (readline): Use %standard-cross-phases as
  the base when (%current-target-system) is true.
