gnu: flann: Remove "octave" output.

Octave support currently fails to build and is not used by any other
package in Guix.

* gnu/packages/maths.scm (flann)[outputs]: Remove "octave" output.
[inputs]: Remove OCTAVE-CLI.
[arguments]: Remove 'set-octave-directory' phase.
