images: wsl2: Create XDG_RUNTIME_DIR on first login. 
* gnu/system/images/wsl2.scm (wsl-boot-program): Create XDG_RUNTIME_DIR on
first login and set it.

* gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
