* gnu/packages/doxygen.scm: New file.
* gnu/packages/patches/doxygen-test.patch,
  gnu/packages/patches/doxygen-tmake.patch: New files.
* gnu-system.am (GNU_SYSTEM_MODULES, dist_patch_DATA): Register the new files.
