gnu: julia: Allow parallel tests.

* gnu/packages/julia.scm (julia)[origin]<patches>: New patch.
* gnu/packages/patches/julia-allow-parallel-build.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
